Maharashtra’s ECCE Act and mandatory preschool registration
Pune falls under Maharashtra’s new preschool framework. The state has made registration on its Preschool Registration Portal compulsory (circular dated 24 April 2025) and drafted the Maharashtra Early Childhood Care and Education (ECCE) Act to regulate private pre-primary education.
- Registration on the state Preschool Registration Portal is already mandatory for private pre-primary institutions.
- The draft ECCE Act proposes a competent registering authority, registration within six months of enactment, and three-yearly renewal.
- Proposed norms include a 20:1 student-teacher ratio and a child-centric curriculum.
- Entrance tests at pre-primary level are to be barred; Anganwadis / ICDS centres are exempt.
