Maharashtra’s ECCE Act and mandatory preschool registration
Maharashtra has moved decisively to regulate private preschools. Registration on its Preschool Registration Portal was made compulsory (circular dated 24 April 2025), with thousands of centres already registered, and the state has drafted the Maharashtra Early Childhood Care and Education (ECCE) Act to put pre-primary education on a statutory footing.
- Registration on the state Preschool Registration Portal is already mandatory for private pre-primary institutions.
- The draft ECCE Act proposes a competent registering authority, registration within six months of enactment, and three-yearly renewal.
- Proposed quality norms include a 20:1 student-teacher ratio, a child-centric curriculum and child-friendly infrastructure.
- Entrance tests at pre-primary level are to be barred; government Anganwadis / ICDS centres are exempt.
