They also overwhelmingly want strong English alongside a comfortable bilingual environment. One NCR, three legal regimes. “Delhi NCR” spans three states — Delhi, Haryana (Gurugram, Faridabad) and Uttar Pradesh (Noida, Greater Noida, Ghaziabad). Municipal licences and education rules differ across them, so confirm requirements for your specific location, not “NCR” in general. Licences & registration in Delhi NCR
This is where city guides matter most — and where most first-time founders underestimate the paperwork. A standalone preschool/play school in Delhi is not “recognised” like a formal school under the Directorate of Education, but it still needs several clearances to operate legitimately and safely.
Delhi (within MCD limits)
- Municipal trade/establishment clearance from the Municipal Corporation of Delhi (MCD) for commercial use of the premises, plus building/usage compliance.
- Play-school registration with the Women & Child Development (WCD) Department — Delhi operates a registration route for crèches/play schools, generally on a self-declaration basis covering safety, staffing and child-protection norms.
- Fire safety NOC (Delhi Fire Service) and a health/sanitation clearance, depending on premises size and floor.
- Shops & Establishment registration (Delhi Shops and Establishments Act), which also governs working hours and the local minimum wages you must pay teaching and support staff.
- Transport/vehicle compliance — if you run a van or rickshaw service, school-transport and safety norms (and traffic-police/RTO approvals) apply, with female attendants and GPS increasingly expected.
- POCSO-compliant safeguarding — CCTV, staff police verification and a written child-protection policy are expected, and increasingly checked.
The K-12 admission link
Formal nursery/KG admissions in Delhi are governed by the Directorate of Education under the framework of the Delhi School Education Act, including the open, points-based nursery admission process and the 25% EWS/DG reservation under the Right to Education Act. Your preschool won’t run those admissions, but parents choose you partly on how well you prepare children for them — so it pays to understand the calendar and criteria of feeder schools near you.
Gurugram & Noida differ
In Gurugram/Faridabad you deal with the relevant Haryana municipal and education authorities; in Noida/Greater Noida/Ghaziabad, Uttar Pradesh’s. Trade-licence bodies, fire-NOC processes and registration desks are different from Delhi’s. Build your checklist for the exact city you’re opening in.

NCR has some of the widest cost spreads in India — a South Delhi or Golf-Course-Road address can cost several times a Dwarka, Rohini or Greater Noida one. Budget against your specific locality, not a city average. Other heads to budget for: security deposit typically 6–12 months’ rent; fit-out (interiors, child-safe furniture, toys, flooring, fire/CCTV) for a 1,500–2,500 sq ft centre often runs from a few lakh for a lean setup to ₹20–30 lakh+ for a premium finish; and staff — indicatively a lead/trained teacher around ₹15,000–35,000/month, assistants ₹8,000–15,000, and helpers/ayahs ₹8,000–12,000, higher in premium pockets. Treat all of these as starting points to validate locally.
Three rules that protect your return on investment: keep the lease term and deposit negotiable with a lock-in you can live with; don’t over-build interiors before admissions ramp; and right-size staff to enrolment with a sensible adult-to-child ratio. Where to open: NCR micro-markets & demand
NCR is really a dozen markets with different parents, price points and competition. Delhi proper
